Case highlight 2 — Strengthening the CC&C network
Strengthening and growing a national network
In 2022 Sam joined the Technology Integration Team within DOE’s Vehicle Technologies Office to lead a national effort to strengthen and grow the Clean Cities and Communities network — working alongside teams from DOE, national laboratories, industry stakeholders, and coalitions across the country.
The work touched every dimension of organizational and network development: clarifying the CC&C mission and brand, setting higher standards for coalition performance, developing new coalitions in underserved geographies, helping existing coalitions expand their reach, facilitating peer mentoring and organizational transitions, and supporting more strategic approaches to high-impact programs and activities.
The results were meaningful: 10 new affiliated coalitions developed across nine states, several existing coalitions significantly expanded, U.S. population coverage growing from 75% to nearly 90%, and demonstrably greater effectiveness and impact across the network as a whole.
